It's the ever-present issue with the ramp-up of the automatic solar tile roof wipers (also called "AP2" or "Level 5") that are installed on the Model 3 powerpack.

The roof on the model 3 is pretty small, since the rear glass goes above the rear seats. You could probably get ~200 watts of high efficiency cells up there, which means you'd recover less than a mile of driving per hour of direct overhead sunlight.

I'm 95% sure he said that he really tried and put a good team on it but it's not efficient enough. It must have been in a talk or something.
