No. Avoiding accidents is just the bare minimum. You also want your autonomous car to be a good driver, follow the rules of the road and respect other road users. So you also want to count interventions from illegal maneuvers, driving mistakes etc... even if they would not have necessarily caused an accident, so that you can fix those issues and make your autonomous car a better driver.
Of course not all interventions are equal. There will be some interventions that are more serious than others. An AV maker should probably look at interventions on a case by case basis and prioritize fixing interventions based on how serious they are.
Cruise put out a blog awhile ago that lists 4 types of interventions that should be counted so that they can be addressed:
1) Naturally occurring situations requiring urgent attention
These are interventions from the safety driver just reacting to a quick situation. Maybe the intervention was not needed but in the moment, you want to play it safe. For example, if a kid jumps out in the middle of the road, you are not going to wait to see if the autonomous car will brake in time, the driver needs to intervene immediately. You can always analyze the intervention later in a simulation to see if it was really necessary or not.
2) Driver caution, judgement, or preference
Sometimes the safety driver intervenes out of caution or just personal preference. Maybe the driver sees an upcoming construction zone and decides to disengage because they are not sure if the AV can handle it. You would want to analyze the intervention later to see if it was necessary. Or maybe the safety driver prefers to be in the middle lane so they disengage even thought there was nothing wrong. If there was nothing unsafe or bad about what the autonomous car did, then you can probably ignore those interventions.
3) Courtesy to other road users
Some interventions might be caused by the autonomous car doing something "rude" to other road users, like cutting off another car. It might not have caused an accident but you would still want to fix those interventions.
4) True AV limitations or errors
These are interventions from the autonomous car doing something truly bad or unsafe that would have caused an accident. These might be caused by a perception or planning error like the autonomous car not seeing another car or turning into incoming traffic. These interventions are very serious and need to be fixed ASAP.
