Gen 3 Wall Charger All Green 1 Blue Light

This morning I woke up to find that my gen 3 wall charger had all solid green lights with one blue light in the middle lit up. The charger was not plugged in to my model 3. I flipped the breaker and shut it down. When I turned it back on Im getting the pulsing green light. What going on with this thing?

I added the install manual. It might be a circuit problem. Pages 36 & 37. Hope this helps.
