Is this tariff based decision?

I doubt it.

North America has 3.2M unit vehicle manufacturing over capacity.

Of that 1M units is GM over capacity.

You can export to more markets duty free out of Canada than US without danger of retaliatory European tariffs.

GM has given up on the idea of being the biggest automaker in the world.

They have exited Europe, India,Russia, Southern Africa Region.

Looks to be exiting South Korea,Thailand and Indonesia too.

They are "right sizing" company to "maximize profits."

The "right size" for GM might be GM Financial. Providing loans and leases for Tesla and other EVs.
 
One position.

They built inadequate service capability in Norway too before they starting selling there.

One at a time ;) It's nice that they're having anyone before they start delivering Model 3s. We have a limited number of S and X here, but not many due to the lack of service and the fact that people have had to import them themselves (our tax credits also were not friendly to higher-priced Teslas).
