Tesla can only book revenue when the car is paid for and all paperwork is complete.
If you tell your delivery specialist that you are witholding final payment until you can personally inspect the car, they will have some incentive to deliver it to a more eager buyer.
After the end of the Quarter push, Tesla will begin sending their production to Asia and Europe. This will set the stage for them to get delivered by the end of the next Quarter. Lots of customers have been waiting overseas for deliveries, however none recently have been arriving because Tesla is pushing all deliveries to the domestic market.
This is why you can often get an order in near EOQ and receive delivery in just a few days, but those ordering just after EOQ might need to wait for months.
Tesla is under tremendous pressure to deliver constantly increasing volume. They are running hard and are working to optimize a frantic delivery schedule. Things are changing so fast with current conditions so they often must switch strategies at the last minute.
Customers can feel this going on. It has to be upsetting when both the customer and builder are struggling at the last minute to optimize their individual delivery situation.
Balancing supply and demand must be one of the most challenging situations for Tesla.
Until more Gigafactories are up and running, this dance will continue.
