Idle fees for supercharging

I was at the supercharger in North Charleston SC and we were stacked up 3 deep waiting for an available charger. A guy came out of the Mellow Mushroom, unplugged his car. I ran to get in my car and pulled around to find that he'd run back into the restaurant without moving. I think Tesla should continue to charge the idle fee if your car doesn't move from the charging stall.
