Tesla builds a lot of cars on spec for inventory to match to future customer orders.

Yes, Tesla does give discounts on new demos.

I would go so far as to say that tesla never actually "builds a car to order", they simply take orders and match those orders to the inventory they are building, with "what and how much" they build predicated on historical data they have.
