I'm not aware of a $7,500 rebate from California. CA offers $2,000 but your combined gross income must be under $200k.
The California rebate program has a higher tier, up to $7,500, for lower income claimants (I believe it’s ~400% of the poverty line based on household size).

There’s a small income window where it’s possible to make enough to claim the entire $7500 fed credit and little enough to qualify for the $7500 from the state.

So, if you're living in poverty, own the IRS at least $7,500, and you buy a new Tesla you may qualify for $15K in tax credits and rebates. That must be a small group of people.
It’s a little larger than you think, and remember there are other EVs out there.

My brother just bought a Chevy Bolt. He makes ~$90k with a family of 3. He’s right in the sweet spot.

$28k car for ~$12k out the door after fed ($7.5k), state ($7.5k), and local ($3k) incentives.
