That's exactly what happens, over and over. Tourist on Copart bids the car up to preposterousness, then regrets his decision and backs out, whether because of the price, or the awful condition it's in which he didn't investigate. Copart doesn't care because they keep his 10% deposit, and relist it.

That is probably what is going on with the car I posted before. They buy the car for 20k and when they get there realize that it has no battery pack or high voltage hardware. They figure its cheaper to take the 10% hit than be out 20k for a 8k car.
