Licence plate hole

A friend of mine recently purchased a model S75D demo car in Houston. When he took the car to the clear bra installer he asked them to remove the license plate bracket. He found out that there was one hole (yes, only one) in the bumper (see pic) behind the bracket.

When it was brought to the SC's attention, they claimed that the hole must have been made by the clear bra shop and would not take responsibility. Has anyone experienced something like this before?

Any suggestions on how to tackle this?

Tesla doesn’t attach the bracket that way. The clear bra shop likely made the hole.

Or someone used too long of a screw to attach the plate and it went all the way through the bracket and into the bumper cover. Do they still have the bracket and plate screws to look at?
