This is standard Tesla IMHO, the cellular chipset is part of the MCU, so when they replaced the MCU with the new revision you get the upgraded cellular for free. They same will be true of MCU2 if your MCU1 fails after they have no more MCU1's around to update them with.
Actually, it's a daughter board on the MCU, not on the main board. They could have given him the 3G module from his old car, if they so desired, but the probably found it not worth the hassle to swap the daughter boards.
Dec. 2017 Model S MCU already getting replaced as it keeps dropping internet connection. I was told that the whole screen will be replaced. I will post which version of MCU gets installed.

Might you know whether an MCU1 can be physically upgraded to MCU2 in a 2013 Model S (irrespective of cost), apparently also requires a wiring harness change?
