I would aver that it doesn't actually mean anything in good English. If you really wanted to talk acceleration, you MIGHT say a high rate of change of velocity.

The way I see it, "rate of speed" is actually a non sequitur because speed is a scalar quantity. That's like saying "rate of weight" or "rate of height."
Rate according to Marriam-Webster: “...amount.. of something measured per unit of something else ".
