It can be done. It's a matter of knowing how. It's not a standard procedure they use to do the config change. The change is not allowed in the GUI on toolbox3. The drop down "headlamp" menu is locked.Something I'm confused about, when @WhiteM3P- tried to get this done he apparently had a level 3 tech over, who couldn't make the change. Whereas @JesseC apparently was able to get it done, with someone who was level 3.
I'm tempted to source a pair of these, but I only want to do so if I know I can get my local Tesla service centre to switch them on. I'm only likely to be able to do that if I open a service request and can confidently sound like I know what I'm talking about, rather than asking if it can be retrofitted.

Had to park close enough to Tesla Service Center to activate service mode. Yes persists across software updates, just updated to 2022.12.3.2.

Mentioned I ran a Google search and saw it was a known issue and that updating Config ID 28 to value 2 might resolve. They were unsure and quoted me an hr of diagnostic time ($75) to troubleshoot.
