The digitisation of TRO (Traffic Regulation Orders) to a central hub will have some curious consequences. For examples changes to speed limits get legislated but it can be an age before a parish or district council gets the signage into position and installed correctly. In mean time, self-driving cars follow the new virtual limit?
 
It's an improvement on trying to rely on image recognition where the sign may be behind a hedge or missing (in one case around here over a year.. of course didn't stop the police prosecuting people for speeding even though a newcomer to the area would have had no idea they were doing so).

(Which comes back to the old question of what, legally speaking, creates the speed limit.. the road designation or the sign itself).

The speed limit is set for the road, however there are rules that apply to make it enforceable. One of those states the signage has to be appropriate (there are specific rules). If the signage is not sufficient, then a prosecution would/should fail.

No chance they will get this Bill agreed before the next election, they were short of things to say in the Kings speech so trotted this out yet again.

I doubt conservatives would even be able to pass such a bill past their own MPs, maintaining the traditions of driving is now a wedge issue, they are more likely to increase the speed limit or remove the seat belt rules as being illiberal.

It's existing work that we signed up to when we were in the EU.. they just announced it because it pads the speech out a bit. I agree they won't do it this time around either... but it's already on the books.

Can happen in either order. Sometimes the signs are put up before the TRO - in that case there's a period of time when the newly signed limit can't be enforced.
