Usually, when I need to visit a Supercharger, I put it into Navigation, so that the car will precondition the battery for faster charging by the time I get there, however I sometimes use the Supercharges at a Tesla location, and it is not on the map. (The Tesla sales location is, but it's not listed as a Supercharger.) It is significantly closer to my home, and occasionally I need a fast fill up......Is there a way to "force" a precondition of the battery before I arrive there and plug in?

There is no option to do that. You can try navigating to another supercharger that's on tbe map. If it's close enough the car should heat. Just ignore the navigation directions

So preconditioning is heating the battery pack? On a recent road trip this was not a typical occurrence. It was as hot as 104f, so was that why it didn’t precondition?

Yes preconditioning is heating the pack, if it needs it. Sometimes it's hot enough already.
