Also, DCU doesn’t seem to lock rates at time of applying, towards the end I was speaking to a rep and stated that my 1.99% locked rate was 2.49% (exp 5/24) due to system increases that were effective 5/20 even with open applications.

I applied for DCU loan when it was 1.99% (after direct deposit and EV discount). Called in a week later to finalize, and they said rate was 2.49%. I mentioned it was 1.99% when I applied, then they honored the rate.

I really think it has at least a little to do with your location. I don't know the logic but it seems a few of us in Houston all got VINS at the same time. I know when I bought my Model X they said it out right. When ordering if you lived in this area you would have it by some date. Different dates for different areas.
I ordered way before you and am in Houston and still haven’t received my vin so by that logic this makes 0 sense
