Apparently he moved to Scottsdale "along with everyone else" and when his (wife's) Tesla bricked multiple officers responded when he couldn't figure out how to use the Tesla app or even the copy and paste function on his phone.
Video is from last year but appears to have only been released from body cam footage recently.
