Why confused ? The number of stall has little to do with the number of Tesla cars in the region and more in relation to the number of cars traveling through that region.OK I'm even MORE confused now. 16 superchargers in Mascouche? Are there a LOT of Tesla owners in Rawdon or something?
Number of stalls would be related to availability and anticipated demand.They are also urban supercharger so.. more slow. Probably why more stalls.

He would not give us any details for any new unannounced chargers (but said Ontario is still on the docket for this year)....
But he had to leave early to allow him to get on a plane to "Quebec" to do the final inspections at 2 sites.

Well he said the power is on but that it's not online. I assume he meant one could charge there but that it's not on Tesla's site.
