If it actually is pay to park who is actually going to bother to do it ? If you are there for a 20 min or less "splash and dash" I would assume most won't bother checking in with Park Plus or whoever is managing that lot.

Honestly, I feel like the parking people don't come by frequently enough for most to even worry about it if you're charging for 20-30 minutes. In the entire time I've lived downtown, I've seen the parking people like 4 or 5 times.
Seems to be $4.00/hour, some special event pricing. If it's minimum 1 hour cost, then it'd be adding 50kWh at $0.08/kWh. If you could pay for parts of an hour that that wouldn't be so bad.
