With 8 stalls, seems kind of small for a main route in California. I guess there was not a lot of room?
If the 8 stall count is from supercharge.info, that's just a placeholder until more details are known, as the public permit info doesn't include how large the site will be. The 501K valuation on the permit sounds more like a larger site, I'd guess 20+ stalls. IIRC, typical valuations for 8-stall sites have been around 150K.
 
Hopefully the pin is temporary for location too as it is where the movie theater is located. I can imagine people parking in the EV spots out of convenience.
The address is that of the movie theater so it will be somewhere in the movie theater's parking lot, maybe the far north end against Consumnes River Blvd. Has been accepted and moved on to plan check review with new permits created.

Also appears to have two transformers, seems odd for only 28 stalls. @1100MCM ? Future expansion or is there already one here for the existing building? Doesn’t appear to be one on google street view but he image is 3 years old.

It's a setup for future expansion. The 4000 A switchgear Tesla will use here can support about 40 stalls. It's uncommon for "smaller" utilities like SMUD here to use 3325 kVA transformers. 3325 kVA transformers are made to match 4000 A switchgear but mostly SCE, PG&E, and LADWP are using these transformers out west. For SMUD here they'll likely use a 2500 kVA and a 2nd 750 kVA or 1000 kVA transformer and combine them to feed the Tesla 4000 A switchgear.
