To be fair I think XM is 64 kbps.

Precisely the reason I dropped Sirius/XM years ago. Their music channels sound like $h!t. I'm no audiophile, but the compression is horrible.

So, I'm still unclear. Is the 'premium audio' the premium audio package we have with the M3, or a premium audio package with slacker? I opted to pay for an account for better quality audio.

As of right now there's no option to enable higher quality stream in the model 3. Doesn't matter what level Slacker account you have.
