Perhaps not in Germany, but typically in the U.S. the mechanism to chill air is called "air conditioning", and a "heat pump" is using the same principles in reverse to heat air. This is as opposed to the resistive heating elements that Tesla employs.Without a heat pump, how would the vehicle's air conditioning system be able to provide air at temperatures below ambient?
From a technical perspective certainly air-conditioning is indeed a heat pump, but calling it that would just confuse people.
