4. Tax Rebate and Government Rebate

The new Highland Model 3 sales would certainly suffer for not getting the $7,500 IRA rebate.
This IRA rebate makes the Model Y cheaper than the Model 3.

I wonder if it would have not been possible to use any other type of batteries
for the new Model 3, like Tesla did by using 4680 cells into the Model Y?
