It is a downward trend based on the 1979-2021 endpoints. From 2004 to 2021, it is a flatline. You are making the mistake that with 4 decades, you can assume the trend will go down to zero. Climate does not work that way.

13 years apart and they are very close to the same. Let me repeat, there has been very little change of the Arctic sea ice during the past 15 years.

Note how 2008 was close to the winter normal while 2018 was a good bit below. However, the September minimum shows both years close to the same.
