Chicago here, No streaming or app access. Looks like Maps are working fine though. Glad I checked here did a few restarts and thought it was my car. Sounds like a issue at Tesla's end though...
Also out in Chicago, don’t think I had any from 7am when I left home ... but did not notice until I realized why Tesla maps was giving a very optimistic rush hour commute (no traffic data).

Same - out in Indianapolis this morning - rebooted about 8 times, hard power off, everything. Still out.
Tried calling Tesla service at 7:30am but said wait time was already over *1 hour* !?
Anyone in Chicago have a AT&T phone that is having the issue with their car? If so is your data working on your phone? I did notice the maps were showing up so thinking we are getting LTE but not connection to some Tesla services.
