I'm in NSW too. Had a look, and it's +$2.4k from Local Stamp Duty. Tesla are not zeroing that out anymore, even though they also say there's an exemption until Jan 1. Odd.

It could be similar to a national emergency broadcast beacon, with all radio and TV stations ceasing transmissions to play the same, repetitive, audible tone alerting you that you have a VIN assigned.... that or it's just a subtle popup in your notification centre is my guess.
