Not necessarily true.

While it used to be true that you could get both the CA rebate and the HOV stickers, the law has changed. You can now apply for both only if your income falls below these levels:
- $150,000 (single filing status)
- $204,000 (head of household filing status)
- $300,000 (joint filing status)

And, at least speaking for myself, neither the CA rebate nor the HOV sticker were a deal-breaker in my decision to buy a Model S. They were obviously nice to have, but I would have bought the car anyway if they didn't exist.

They should definitely focus more on enforcement. I'd estimate at least half of the cars in the express lanes in the 580 through the Tri-valley are not legit. I almost never see CHP during my commute. I think the settable toll tags have made it so hard to enforce they don't bother.

Enforcement has increased quite a bit on I880, I880-CA237 in the last couple of weeks. I see multiple people caught almost everyday now. Could just be a temporary thing, but it makes me happy.

Today, I saw a CHP officer on the shoulder giving someone a ticket. Just after I passed him, a single occupant car moved into my HoV lane, right in front of me, making a very abrupt, no-signal lane change. I had to brake hard, and it made me angry because I figured he did it because he saw the CHP officer busy. Less than a minute later, a second CHP officer caught him. I was so happy!
 
Isn’t there now an income cap on the rebate anyway, regardless of whether or not you get an HOV sticker?
there is no allocated money for the rebate - so there is no point in even applying.

There is a $450 EV rebate from Edison however - in case you were not aware. We were not aware - and its a per vehicle rebate - no annual limits per person limit -

so the $450 we get for the Benz pays for the lease turn in fee - and $450 for the Tesla just buys a few evenings in our favorite pub.

California will ban sales of gasoline vehicles by 2040 if upcoming bill passes

We know California Democrats including Governor Jerry Brown are in favor of such a ban, and an end date of 2030 has been batted around. But getting anything on the books would be a victory for electric vehicles as auto companies have long lead times. Planning an extinction isn’t easy. California has already set a goal to cut carbon emissions by 80% of the 1990 levels by 2050. Achieving that would require replacing virtually all combustion by renewable energy in the state a decade ahead of the goal so the move wouldn’t be unexpected in the state. Indeed it might be necessary.

California Assemblymember Phil Ting, a Democrat who is chairman of the chamber’s budget committee, said he plans to introduce a bill that, starting in 2040, would allow the state’s motor vehicles department to register only “clean” vehicles that emit no carbon dioxide, such as battery-electric or hydrogen fuel-cell cars. “Until you set a deadline, nothing gets done,” Ting, who represents much of San Francisco, said in a phone interview Tuesday. “It’s responsible for us to set a deadline 23 years in advance.” Perhaps Governor Brown said it best: “Why China can do this and not California.”

SUMMARY: Creates a new program (upon expiration of the existing program) to grant, until September 30, 2025, federal inherently low emission vehicles (ILEVs) and transitional zero-emission vehicles (TZEVs) access to high-occupancy vehicle (HOV) lanes for approximately a four-year period, regardless of vehicle occupancy level.

The Senate amendments:
1) Make vehicles that have been issued an HOV access decal before January 1, 2017, ineligible for those decals issued after January 1, 2017.
2) Ensure that HOV access decals issued between January 1, 2017, and January 1, 2019, are valid until 2022.

3) Conditions eligibility to receive an HOV access decal on the applicant not having applied for or received a rebate pursuant to the Clean Vehicle Rebate Project, unless the applicant meets certain income criteria.
4) Clarify processes with regard to issuing HOV access decals.

AS PASSED BY THE ASSEMBLY, this bill:
1) Provided that, for white HOV decals issued for ILEVs and green HOV decals issued for TZEVs, the following expiration dates apply:
a) Decals issued prior to January 1, 2018, are valid until January 1, 2019;
b) Decals issued on or after January 1, 2018, and before January 1, 2019, are valid until January 1, 2022; and,
c) Decals issued on or after January 1, 2019, are valid until January 1 of the fourth year after the year of issuance

2) Prohibited a car buyer from participating in both the HOV access program and the Clean Vehicle Rebate Project consumer rebate program, unless the buyer's annual income falls below specified levels.
3) Provided for a 60-day enforcement transition period in the event that clean air vehicle access to HOV lanes is discontinued.
4) Sunset the HOV access provisions for clean air vehicles on September 30, 2025 (consistent with federal authority), and makes other, non-substantive changes to related provisions.

If I read this correctly, then I can purchase a car outside of CA, get it registered, and I can extend after Jan 1st 2019?

If I buy a used eligible battery-electric, plug-in hybrid or fuel cell car, can I apply for a Clean Air Decal? When would that decal expire?
Used cars are eligible for a Clean Air Decal providing they have never previously had one. The expiration date of the decal is based on the application date for the decal, which is three full years plus the partial year.

Used cars are eligible for a Clean Air Decal providing they have never previously had one. The expiration date of the decal is based on the application date for the decal, which is three full years plus the partial year.
