I just got an email from the Air Resources Board. It says, "Thank you for reaching out regarding your CVRP eligibility. I would like to set up a time to speak on Monday about your case. CARB is currently in conversations with our grant administrator and Tesla regarding implementation of the latest program changes which the Board adopted in October and we hope to have more information by then. Is 11 am on Monday possible for a call? If not, please let me know your availability and I can try and schedule for an alternate time."

Well tell them a lot of Californians ordered EV's BEFORE their announcement with the expectation of receiving the rebate. Only giving 32 days notice was unreasonable. And Tesla needs to step up their game. I have seen people with out of state orders of the X saying they ordered after me (10/22) and have already received or have their delivery scheduled. What's up with. that???
 
As of 2019, here is what you can observe for by way of owning an electric powered car.

Apply for the IRS Qualified Plug-In Electric Drive Motor Vehicle Tax Credit. ...
Apply for the Zero Emission Vehicle Discount on CA toll roads

I already paid for an older 2019 'pre-raven' Model S. On the way to Fremont to pick it up the ARB called and said they would have a grace period... So we rejected the car and will wait for the one I ordered on November 4th. Spent ALL DAY on trains and busses going down... and coming back. ...sure hope it works out@!
 
Alright i hope so, still waiting on mine... noticed the VIN was not in the sources page anymore so i spoke to a delivery specialist. He said we were unmatched and he didn't know why.

Well it could be worse. I have a VIN but they changed the configuration and now my order shows the addition of 22" wheels - $5500 and they increased the price on the FSD - changes I need made.
 
I emailed CVRP for some clarification and they replied with:

For Tesla vehicles, the order date is NOT the purchase date. The purchase date for Tesla vehicles is the date of first registration.
Our Grace Period qualifies only vehicles with a purchase date on or after 9/3/2019 and before 12/3/2019 with the application submitted before 3/3/2020.

Sadly, I don’t think ordering before 12/3 qualifies for the grace period.
 
I emailed CVRP for some clarification and they replied with:

I emailed again and they said I would get my rebate. I ordered on November 4th.
 
Just scheduled my delivery (for December 26th). So I checked the Air Resources Board web page again. Now it includes the word "ordered" ...but it also includes the word "may." lol
Their webpage (Clean Vehicle Rebate Project) says:
CVRP Grace Period
Applicants who purchased, leased, or ordered an eligible vehicle between September 3, 2019, through December 2, 2019, may be eligible to receive rebate amounts under previous Terms and Conditions and program requirements. Applicants can only submit applications for these vehicles through March 2, 2020, in order to qualify for the CVRP Grace Period. If you purchased or leased one of these vehicles outside of the aforementioned CVRP Grace Period, your application will be cancelled. The list of vehicles with limited eligibility can be found here.
 
Finally picked up our Tesla yesterday after 2+ months of waiting. I doubt the California rebate will work. I noticed that If you try filling out the application, it asks for the purchase date. On your loan/lending agreement it won’t show your ordered date but your purchase date only. It also says for Tesla vehicles, the purchase date is the first date of registration. Let me know if it works out for you. An extra $2500 in our pockets would be nice

I just took delivery of Model S today and applied for the California rebate. The application limits the rebate to $2000 by default (which is the new limit for cars "purchased/delivered" after December 2nd). However, the California Air Resources Board they would honor a grace period so that would mean cars ordered before December 2nd should still get the full $2500 rebate. I crossed out the $2000 and wrote in $2500... hopefully, they will honor their promise!
