That does seems like a good deal! Possible to share copy of the invoice (redacted)? Some service centers are willing to update the estimate if they see similar work performed at a lower cost

It will be contingent upon the parts arriving before the appointment.

I heard from friend the Alhambra SC is charging labor on top of the $450 so it's over $600. Articles I read state the $450 cost includes labor and Tesla's own page seems to infer that.

Since when? I've seen people get it. (What year is your Model X?)
I know it isn't available for the Model 3/Y yet, that is supposed to come sometime this summer. But, I think you have to go into the app to check for availability and place an order for the retrofit:
Sign in to the Tesla app to check your vehicle's compatibility and schedule a Service retrofit if needed.
It has been available there for a long time, partially because all V3 Superchargers in the UK only have a CCS connector. (So you have to at least have the adapter, even if you don't have the full retrofit.)
