I set the amperage for my charge at 40 every time I charge at home. And, every time, when I try to start charging, the car has it set at 48 amps. What am I doing wrong?
Have you tried plugging in despite seeing "48a" on the screen? You won't see the limit displayed before you plug in, but it should be applied when charging actually starts. A lot of people get tripped up over this.

If its a Tesla HPWC you could recommission the charger to only think it has a 40A supply(assuming you can't get the charge setting in the car to stick)

That's probably it then. When it's not plugged into anything, it is just displaying the default maximum capability of the onboard charger. It doesn't relate to location anything and it's not saving anything if you turn it up or down while it's not plugged in. When you do plug it in, then you can adjust it, and it will be saving that as a setting for that location.
