That presumes inescapable cost of all fees, plus a "fudge factor" that works against me. This does NOT include cost of gas (< $50/month currently), which is there until I change some things, and invest in electric home and water heat.
The lowest likely monthly fee I've seen is $24 so that would already be above your estimate not including any other potential NBCs.
 
It wouldn't surprise me if you aren't allowed to use any of the monthly fees to offset NBCs. The object of the fixed monthly fees is to make it "fairer" for people without solar and low income groups, neither of which are likely to be accruing NBCs.
While I agree with your expectation, I think it would be fair to allow surplus producers to offset the fixed costs with credits earned at wholesale rates, much like Net Surplus Compensation is handled today.
