FSD software adder isn’t part of MSRP?

Looking at Tesla fine print on which evs qualify for the $7500 ev credit, it notes that software is not part of the $80k MSRP limit just as shipping isn’t.

Does this really mean one can get the base X with FSD and still get the $7500?

I am not sure, but it makes sense: taxes, fees, tow hitch, and Wall Connector accessories... should be separate and not included in MSRP. Since it mentioned "software features" I would understand the same way as you do.
