NOA button does not do anything with new FSD Beta?

Since receiving the beta I noticed the NOA button does not change anything; the act of engaging AP now seems to enable NOA. Prior to the beta, if I entered an address without enabling NOA the car would simply track the lane - no lane changes and not passing of slower cars. Anybody else notice this?
 
FSD Beta on city streets always functions with NOA enabled regardless of how the option shown on the navigation card is set. Once you get on the highway, the NOA option works like it always has and the option on the navigation card turns it on or off. Once you get back on city streets it switches back. You'll notice the single blue line down the center of the lane (NOA enabled) versus the double blue lines on the lane edges (NOA not enabled). This is due to the two different autopilot NN stacks that the car uses. City streets uses the new stack that comes with FSD Beta. Highway uses the old autopilot stack that has been in the car for quite a while. FSD Beta v11 is supposed to merge everything in a single stack.
