I can blame them both right? My car has been plagued with issues unrelated to whatever state they choose to do business in, the paint is a direct effect of MFG in California. Show me low VOC paintjobs on any other production line car from another MFG...

Sure, you can blame both.

I'm not sure there ARE any other paint jobs that use low VOC paints... at least ones as stringent as the California requirements.

Poor planning by Tesla. What would a full pro paint job cost out of state? I haven't looked in many years. In the 1990s a dealer would want $6k for dent repair, paint, clear coat etc. if you kept the same color. An independent painter scalped from the dealer (same dude) would do it on his own time for $3,500.
