I think the movable bollards with signs “please replace after charging” are the most effective. ICE drivers would not be bothered stopping and moving the bollard out of the way to then ICE the spot, but someone who needs to charge will do that and be thankful the spots are not ICEd. Lazy wins over malice/ignorance every time.
 
Parking is local gov responsibility.

Only if it's on public/government land. Council won't police private car parks, such as shopping centres. I contacted Vicroads about it, asking about legislation for EV parking. Apparently all it takes is a sign, but if the car park owner doesn't enforce it, then it's not getting enforced. In saying that, private car park owners can't enforce fines, but they could tow you I guess.
