I think you'll need Tesla to do this. If you have one valid keycard, you can just buy another card from Tesla ($35?) and program it yourself via the screen. Thank you, i guess that will work for some cars, cause for example in WA, title gets destroyed and all that dealer gets is BOS and generally dealer never register cars in their name and just write their own BOSIf you don't have the car registered, I believe you'll need to have the dealer who bought it on the auction transfer it to their name - Tesla only requires that they provide a signed over title from the insurance company.
In addition to that, you need to have physical access to the car and it needs to be unlocked - this is in order to edit the car name, which Tesla uses to verify that you have access to the car.

I haven't heard about "no LTE"...The old docs did state that supercharging could be reinstated after the recertification, but they quickly changed it.
Now it explicitly says no supercharging and no LTE.
