Never actually stopped here but I often drive by it on Saturday mornings around 10-11 am and Sunday afternoons around 5-6 pm. If I remember correctly, it is usually very busy around that time from what I can see on the navigation screen.

You can check Supercharger usage at any time using the nav in your car. Either move the map on the screen and then zoom in on the Supercharger or just use the nav search to find it.
I want to say every 1/3 time I passed through there I see zero availability, but I tend to go through during times when most people are driving. I am certain that early mornings and late evenings are fine.
If you are traveling 101 North/West of this charger, you have two other Supercharging stations in Thousand Oaks. I usually stop at one of those two myself.
