Checked around 4pm local today (Saturday). Bags still on the cabinets, no lights on stalls, no charge when plugged in.

Not surprising, given it’s a weekend and there was lots of rain today.
Given this is a V3 site, if the lights on the pedestals are not on, then that means there is no power to them and they are not functioning. No need to try and plug in. Until you see the lights on, I think you'll continue to have the same experience.

I tried to plug-in, but power is still off.

I just charged at this site and couldn’t get over 150kw in spite of my battery being at 10%. Tried a couple of pedestals and same thing. Could it be that Tesla hasn’t fully energized this station yet? 2020 Model 3 LR.
Could be, but SOC is not the only factor that determines the top charging speed. Battery temp does too. How far had you driven prior to arriving at the Supercharger, and did you Navigate there to pre-condition the battery?
 
Currently showing reduced service. About 1/2 of the stalls are working. Hope this helps!
