A representative for the Swedish Department of Transport (Transportstyrelsen) says:
"Our initial assessment is that Tesla's autopilot does not comply with the definitions in the regulations regarding steering."

Pedersen, Nordic communications manager, is "not worried", says they are well within ECE regulations.
