Hi. The Electrek article here says the large pack has 4,416 cells and the small one has 2,976 cells. The article looks credible to me. Therefore, in my opinion, the answer is no. The small pack is not a software limited version of the large pack. Also, the small pack is 55 kWh and the large pack is 80 kWh. Unfortunately, Tesla is under advertising the battery capacity to make the 75 kWh Model S look good. On page 137 of this old Model 3 manual, it says 75 kWh, even though the battery has 78.27 kWh usable capacity which is 5 kWh more than the 73.2 kWh of the 75 kWh S/X pack.
