Are they? Model 3 specific changes seem mostly cosmetic/info-related in that list outside of track mode 2 for P owners... I guess maybe exfat support makes prepping large USB keys a little easier for folks not familiar with computers....
However as is often the case "minor bug fixes and improvements" can mean big improvements to many systems.

I like the front rear braking bias setting, unfortunately, this is one case where it's nice to have a big physical dial to change that while driving. Though being able to set different bias settings based on your GPS location around a track would be interesting, you can tune it to each part of the track and potentially upload/share your optimizations.
 
So far: Track mode has more tweaking capabilities - front/rear bias and overclocking the cooling compressor to prevent performance fade - warns it will reduce the life of your compressor. Bluetooth waits until your phone is actually IN the car before it transitions your phone to the in car speakerphone. The voice command button no longer requires you to hold it in until the end of your command. Just tap it and start talking - works much better. Summon also has some more nerd knobs.
