No, but to be fair it is Tesla. Not the company I would expect to be facing up to these things voluntarily.
But even if this is taken as correct, it only adds to the argument that your scenario is unlikely.

In this scenario the regulators would have to notice it and then notify Tesla at which point it would be all over the media and ALL deliveries will stop.
