Whatever tool you used to cut out that portion out messed up the indexing, so I couldn't use the forensic tool (it gives errors on frame seeking).
Had to extract the frames using ffmpeg and manually stack them in photoshop. Here are results:
Single frame level adjustment:

Only questionable are the 4th (can be either 4 or 2), 5th (looks like 2 but missing bottom), and last digits.
The initial guess of 9 for last digit may seem to make sense at first glance, but if you look at the CA font for 9, it doesn't seem to match.
From a view of the frame where it only catches a part of the plate on the left of the frame:
It would seem 8 is a better match.
@3sr+buyer guess of 7F82208 seems to be the closest guess. I initially dismissed it given that and 7F82209 results in a 2003 FORD F350 SUPER DUTY and 2003 FORD F350 SRW SUPER DUTY respectively in the smog test lookup.
The car in the video has 2005-2007 refresh headlights and front bumper, so I dismissed those results originally. However doing some more searching, it seems it is common to do a bumper swap. Here's an example of a 2003 with 2005-2007 headlights and front bumper:

Another thing I noticed is that the taillights and rear bumper have been swapped to a 2008+ F350 version.

So the person is mixing and matching various parts, so can't just look at the bumpers to determine the model year.
I tried various other similar candidates for the 4th and 5th digits but they come up with different brands and models.
