I think it is fair to say that at any live power outlet the electricity that comes out will be being paid for by some entity.
Rare edge case you say?

That is my point. It is a recognised place to charge the car with clear permission to use. Not some unguarded outlet in some undesignated area.

I think low speed low cost ubiquitous charging is just what we need for casual parking at places where people are likely to spend a bit of time.

Abusing access to other people’s equipment is just going to create ill-will.

discussion there suggested that there is a WA law that says it's illegal to charge from a power point anywhere unless it's approved
presumably this could make charging from a 15A outlet in a caravan park illegal?

I don't think I could presume anything like that - approved by whom?
If you have rented a powered site at a caravan park then it includes the ability to use power.
The photo in question is an EV that has plugged into a private land/location and used power without permission which is stealing power
