NC has a 3% property tax on vehicles (aka highway use tax). There is no sales tax per se. You are paying for the first year of your property tax and tag, so your number is normal. The NCDMV site also has resources that may be useful.
Just to clarify, the HUT is 3%, but that is not the property tax. If you're transferring a tag, then you'll get your first property tax bill with your registration renewal. If you're not transferring, then you'll get a T (temporary) registration sticker on your plate and a property tax bill within 30 days in order to get your annual registration sticker.

I'm still not 100% clear on why Raleigh was able to be a true sales location and Charlotte was not, maybe timing or something. I've also heard this may be why the Raleigh location doesn't move somewhere bigger and more visible - could be grandfathered into something at the current location. Beats me...
The NC Auto Dealers Association wasn't paying attention, and therefore didn't object, when Tesla applied to the DMV for a permit to sell cars at the Raleigh location. Then in 2016 when they tried to get a permit for the Charlotte location, the dealers objected, and the DMV didn't grant one. The only update I've had was a quick update that my car had indeed made it to Charlotte, and I could either pick it up there or wait for it to get to Raleigh. I asked how long it might take to get to Raleigh, and it's been crickets so far on an answer. The Sales Advisors are useless. :(

Well I was in touch with Tesla customer service about a financing question, and they CC’d my “assigned advisor” on the email when they responded: Somebody named Leigh. I haven’t received contact yet, so I’m pretty sure they weren’t supposed to add her on there. LOL oh well

The advisors must be regional. Mine is Leigh also. I have not heard from her at all.
 
I'll be honest, and I'm not saying anything that most of you don't know, or won't know pretty soon...

Communication from the ISAs is flat out laughable and a shame. I know these folks are vastly overworked right now, but...it only takes a minute or 2 to answer an email. As more and more folks get to the ISA stage, they will start to get a pretty bad Tesla experience.

I haven't heard from my ISA in 3 days, despite emails from me and Tesla themselves.
 
Leigh is the delivery advisor for Charlotte - working out of the Raleigh location. She's handles paperwork such as your final MVPA and DMV registration/tag applications. We found that she was unresponsive to email, but that you could get ahold of her on the phone at the beginning or towards the end of the day. Although - except for paperwork questions there wasn't much else she could do for us in terms of getting our car to us.
 
Hey, if you see that OBM with a VIN of 701xx, feel free to capture it, as well. Seeing as I won't be getting it today, I can torture myself even more, by seeing it there. I don't think it'll be in the Service area already, it'll take a few days.
