Just to clarify, the HUT is 3%, but that is not the property tax. If you're transferring a tag, then you'll get your first property tax bill with your registration renewal. If you're not transferring, then you'll get a T (temporary) registration sticker on your plate and a property tax bill within 30 days in order to get your annual registration sticker.NC has a 3% property tax on vehicles (aka highway use tax). There is no sales tax per se. You are paying for the first year of your property tax and tag, so your number is normal. The NCDMV site also has resources that may be useful.
