One week to COP28 in Dubai, an opportunity to find solutions to the Climate Change/Global Warming issues.
COP28 takes a particular importance because of the recent heat records broken (five record warmest months in a row, 2023 heading to be warmest year on record).

The United Arab Emirates will host the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28) from November 30 to December 12, 2023 at Expo City Dubai to unite the world towards agreement on bold, practical and ambitious solutions to the most pressing global challenge of our time. In particular the COP28 Presidency has said it will work to keep the 1.5C goal set by the Agreement of Paris alive.

As you can see according to UNEP (United Nations Environment Programme) we are on track for a Temperature Deviation of almost 3 degrees Celsius unless we take further efforts to respect the specification given by the Agreement of Paris of a maximum Temperature Deviation of 1.5 degrees Celsius.

Agree with your post, in fact as you can see in my previous post Simon Stiel is warning us that we are on track for a Temperature Deviation of almost 3 degrees Celsius which is a real dangerous situation for mankind.
We need to make further efforts to get a maximum Temperature Deviation of 1.5 degrees Celsius.

This is the right way to go to fight the Climate Change issue.
It looks like the efforts that President Biden made to involve China in the fight against the Climate Change issue are being successful.

Also according to the Earth Observation Department of ESA (European Space Agency) on the 17th of this month of November we reached for the first time a Temperature Deviation of 2 degrees Celsius.

Actually the Temperature Deviation is calculated by averaging the Temperatures over a period of one year, meaning that the Temperature Deviation is the result of an integration. So we cannot still say that the specification given by the Agreement of Paris to keep the Temperature Deviation well below 2 Degrees Celsius has been broken.
But yes it's an alarming signal. It will be necessary to calculate the Temperature Deviation at the end of 2023, which is foreseen to be warmest year on record, to understand the gravity of the Climate Change issue.

Also according to the Earth Observation Department of ESA (Earth Observation Department) the fact that we reached temporarily for a day a Temperature Deviation of 2 Degrees Celsius doesn't mean that we have broken the specification of a maximum 1.5 Degrees Celsius of Temperature Deviation given by the Agreement of Paris.
While I give a strictly mathematical explanation for this fact the ESA Earth Observation Department gives same explanation in a way more based on good sense meaning same thing.

Actually ESA and NASA have formed a strategic partnership to fight the Climate Change issue.
Of course it's good that the European Space Agency and the American Space Agency cooperate to work out the Climate Change issue.

The UN are warning us that, since 2023 is heading to be warmest year on record with 86 days of record temperatures and 5 warmest record months in a row, the Climate impact is increasing.
We are on track for a Temperature Deviation of almost 3 degrees Celsius.
So unprecedented actions need to be taken to respect the specification of the Agreement of Paris of a maximum Temperature Deviation of 1.5 degrees Celsius.

It's simply that President Biden cannot attend COP28. It doesn't mean that President Biden isn't interested to fight the Climate Change issue. Maybe that VP Kamala Harris will attend COP28. It will be same thing.
Main item is that the USA are in COP28 united with Countries all over the world to work out the Climate Change issue.
