Dangling cable - Pedestrian Warning System?

I noticed this cable was dangling on the front passenger wheel well. I was in a hurry and snap this picture and tucked it into the bumper. I thought I saw another thread with this but couldn't find it. Is this the cabling for the Pedestrian Warning System?

Looks like it. Federal requirements were not at 100% adoption for the system to begin with, so some cars have it, and some only have the wire harness connection.

Should be tucked up out of the way though,
