I thought it was about Tier 1 Suppliers, though the topic in relation to automation, I took it to be that Tier 1 suppliers were not as easy to work with as Tier 2 and 3, which could explain why they stopped using alcantera in model 3.

Keep in mind this is Elon's timeframe...30% to 40% battery improvement in same sized battery pack is achievable (2-3 years). 6-8 years to double volumetric energy density.
Didn't they mention that a few quarters ago too?Tesla energy is still double digit negative margins. Deepak said that as volume scales every quarter we will see improvement. Elon says targeting 20%-30% gross margins. Will happen later this year or early 2019.

We did rely quite a bit on tier one manufacturing automation integrators. And a couple of those things really didn't work out at all. And now we're really going to internalize all tier 1 manufacturing systems at Tesla. So we'll have a lot of suppliers, but they'll be at the tier 2 and tier 3 level."
So yeah, if you take his last sentence in isolation, it means one thing, but you can't do that. He is talking about manufacturing automation integrators, not generic suppliers.
