It doesn't make any sense. According to all the manufacturing data production was shifted to P and P-AWD. So, if Canada is getting RWD where are they coming from exactly? It seems that Tesla has stockpiled RWD somewhere and it trying to hawk them off slowly as orders come in, while most people are waiting for AWD. Deliveries to Canada are probably delayed until it hits a minimum ship quantity to reduce trucking cost to the end point (dealer lot). Since there are no AWD to Canada, and RWD demand is now low, shipping to Canada is effectively stalled.
It also looks like they'll only send the a stock piled RWD if there's no existing matching order on the West Coast US.
I have been waiting on my RWD Black Model 3 since June. If there is a stockpile, I'd love mine.
Also if I were to further speculate, I would guess that we will continue to receive the scraps until Tesla has decided/allocated a batch of AWD/P cars for Canada and batch covert/ship them up north. I don't see any other way they can make a Aug-Oct delivery time frame if they just send 1 or 2 cars up north at a time.Makes sense. Basically Canada is getting the scraps so it seems.
You'll probably get your car when there is room a truck, and the RWD built a few months ago is getting too stale waiting on a California lot waiting for a local order that isn't coming (since everyone is waiting for SR or AWD right now). There may also be a big ship attempt closer to the end of the quarter (end of Sept) so there isn't a huge inventory on the balance sheet.
If you go on the other forums (Model 3 Owners) there are heaps of RWD deliveries every day in the USA.

If you examine specific situations, you'll see this occurrence:
- someone on the east coast reserved months ago, still waiting
- someone puts in a new order on the west coast, exact same configuration, gets car within a couple weeks
The only way this makes sense is by prioritizing local-ish orders and batching to shipments to further locations.

That makes things worst when seeing USA getting cars within days from configuring. Like I said many time, that’s one of the worst car buying experience I have. I am sure rebate and making as much money as possible in the shortest time are their top priority and once USA demand on LR RWD slows down, we will be seeing some cars coming up. I know we pay for shipping costs but if I were Tesla why send something to another country when it can sell like hot cake domestically.
