If autopilot was in control, then it was 100% owner fault
Not necessarily. If it is judged that even without autopilot the owner was not at fault, then the police officer is at fault. However, if it was a situation where the autopilot failed to recognize the danger, yet the driver should have recognized the danger, then you are correct that the owner would be 100% at fault.

He shouldn't had autopilot on at first place there. Autopilot is not for city driving. Look how busy that intersection is and where it located.

Irrelevant. The driver should be in control at all times. Autopilot is a tool that the driver should use whenever s/he wants, but not a device that takes control away from the driver.
